LORE (We're in Shippuden era of times.)
Well, to start the last war (The third great ninja war!) was about 10-30 years ago. Hiruzen, the third hokage, has been long gone since then. So have many of the other kages. Many new kages have risen along with new Kekkei genkai's becoming more and more prominent by the day, Some villages are prospering greatly, while other villages suffer at the hands of the corrupt or from trying to rebuild to hastily.

Though peace hasn't really stayed for to long... Akatsuki are on the rise under the work of somebody other than Madara. Though they are not as public as they were in the original series... They are more undercover and secret. Having not fully shown much about themselves yet. The villages trying to figure out their motive. All they know is the codename for whom they would assume is the boss of the Akatsuki, They all seem to call the boss "Requiem".

Jutsus have been erased from history or written into it- mostly the forbidden ones trying to be hidden- yet the public uprising keeps revealing these hidden jutsus to the world, not how to perform them... But to at least show they should exist, the most illegal being jutsus that cause suicide or instantaneous death. Though stuff like edo tensei are still VERY illegal.
