At first, there were only dozens.

Then hundreds.

Then thousands.

And eventually, the city realised something horrifying:

People sent below rarely survived long enough to return.

The underdistricts became violent because they had been abandoned to violence. Food was rationed. Heat barely worked. Entire sectors flooded with chemical runoff from the upper districts. Saints looked downward and saw chaos, filth, gangs, mutations, black markets, riots —

—and convinced themselves exile had been justified.

The Sinners looked upward and saw the truth:

The Saints had created hell and blamed the people forced to live inside it.

That hatred became generational.

Now the city exists in three fractured layers.
