Ever since Raccoon City was infected with the T-Virus from the Umbrella Corporation, the spread and usage of engineered viruses and Bio Organic Weapons or BOWs has been on the rise. Many groups have risen to take advantage of Umbrella's fractured state to take what they could for their own gain.
