Deep on the East side of the forest lies a vast building, the Butterfly Foundation. A secret organization that creates dangerous substances that may grant one; a new ability or perhaps a much darker fate.
An unknown force founded the Butterfly Foundation. Scientists at the foundation develop dangerous serums with the intent to bring the rise of superpowers. The foundation takes children secretly to test the serums and uses them as test subjects. Scientists inject them with the serums, granting some kids a superpower as intended. Other kids meet a much darker fate. The boss watches in secret as things happen around the foundation. No one has ever seen the boss's face and been able to tell the tale; those among the workers that get called to her office don't usually come back out; if they do, they don't even remember going to her office in the first place.

Typically, those hired are at low points in life who don't have anyone. Targeted by the foundation to come work there, others are just tricked by the suspicious yet normal-looking work ads.
