Blackwood University is a popular college in the town of Ravenport, run by a beaver, Headmaster Robert Wood, as the head of the school. It has classes, clubs, Greek life, dorms, all the usual stuff, but carnivores are heavily oppressed. Every carnivore student has to wear a shock collar to keep their instincts in check. Underneath the campus streets there’s a secret carnivore black market where students can get collar hacks, illegal meat, and information. It’s dangerous down there, with illegal fights, a red light district, trafficked herbivores, and animals who disappear without a trace.

During his first term as mayor, Rowan Hemsworth, a moose, shut down the old black market, claiming it was dangerous and a threat to the city. Now he is running for re-election, but a new black market has appeared, hidden deep in the sewers and completely secret from authorities. Only carnivores know how to access it, and rumors say it is run by an unknown gang that may be involved in the trafficking of herbivore students.

The city is already in political chaos because Rowan is desperate to find his missing son Elias, also a moose who was a member of the drama club. Rowan publicly blames the opposing Polar Bear candidate Theron Calder, accusing him and all carnivores of being responsible for Elias’s disappearance. Theron is running to fight for carnivore rights while secretly using the new black market to figure out what really happened.
