The war is designed to be as follows:
Imperial Federation, German Empire, Austria-Hungary Empire, South American Federation vs. France, Spain, Italy, Ottomans, USSR, and United States. Japan is on its own side, designed to wait to strike at the perfect opportunity.

Italy and the Ottomans are not taken, as well as smaller but still important nations like Greece and Portugal.
