In the summer of 1999, Jotaro Kujo and Josuke Higashikata worked to discover the identity of a serial killer in Morioh, Yoshikage Kira. With the murderer eventually cornered, he retreated into the town's Ghost Alley. Trapped in the realm between life and death with no place to run, he sets off Killer Queen's third bomb ‘Bites the Dust’ as a last resort…

However. Within the Ghost Alley, time doesn’t function normally; and reversing time has unforeseen consequences on Kira and the world at large. Time and space are torn apart at the seams, rewinding to just before Yoshikage Kira's identity is revealed; only himself and the ghost of his first victim Reimi are aware of the rewind.

While Kira thinks he's won, he couldn't be more wrong. Now that the concepts of time and space are fractured, people from all across time and the multiverse are appearing across Japan. With seemingly no way to fix what's happened, and the town's serial killer running free, is there any hope to save Morioh?
