Vesper was abandoned,
Not because they did not need it--but because they did not have the supplies or Manpower to continue it. The Nation and the Empire were once both prominent on the planet, however; due to Mutually Assured Destruction, both sides were demolished to scraps.

The goal is to survive and rebuild, faster and stronger than the Empire. To do it before their Reinforcements arrive--and to hope to the Grand Revolutionary that the Nation returns first.
