Both terrorist and criminal factions fight with packs of their own superhumans, while world governments and the whole of the western world struggle to maintain order with their own superhero teams, and blackops superhuman teams.
A handful of corportations manufacture conflict with their own super villains and heroes for public entertainment and brand awareness, all while real conflicts are won and lost by the unnatural abilities of supers.
