Jonathan Crane and Pamela Isley have had enough. Together, they've taken over global black markets. The drug comes in a strain of flower developed by Doctor Isley and makes fear a delightful experience. Withdrawal from Bloom causes crippling anxiety. The drug, being plant based, is an organism and begins to grow in long-term users nerve endings. Fear dulls, guilt softens, anger vanishes.

Crane and Isley have taken over Arkham Asylum with the help of Circe, using it as a breeding ground for Bloom and an experimentation field. Isley is the real showrunner, Crane relies on her and mostly supplies his toxins, also acting as a willing test subject. Circe masterminds with her magic, enhancing drugs, darkening, tainting.

Villains from around the world and further have agreed to help their endeavors in exchange for huge amounts of the drug and other custom plants. The people of Arkham are too familiar with the Justice League and the Titans.
