In memoriam of our late president, and to remind the districts that those among them who rise against the Capitol have made a choice - to abandon their families, to orphan their children, and to endanger the stability of our great nation: Reaping age children of those who took up arms against the Capitol during the Dark Days will have their names placed on a ballot; every citizen of each district will then vote for the male and female tribute to represent them for the twenty-fifth Hunger Games.

The districts of Panem had forgotten they were blessed with an opportunity to escape and advance in society; the Hunger Games was their chance for a better life, and they had thanked President Ravinstill with a bullet. Now in need of a display of stability and might, President-elect Carrino Vereliss had proposed a new game, the Quarter Quell.

Was this the beginning of a new dictatorship, or a necessary display of authority over the people? Would the districts find themselves returning to complacency, or would the change in the rules be a turning point for the nation? And who was *really* responsible for the death of former President Ravinstill, considering all of the districts had seemed rather complacent?
