The harsh reality of Elysium is that it has the highest crime rate in the entirety of the USA, almost as if the city is lawless. Corruption is at an all time high, with police officers taking in thousands of dollars daily to let people off the hook. In order to combat the police bribery the EPD have dispatched AI officers, but they are complex and expensive to maintain, often being easily hacked and hijacked by cybergangs seen patrolling the deep, dark alleys scattered around the city.

Cybergangs are the city's biggest threats due to their abundance and the variety of tactics they use to commit crimes. Most often they employ netrunners to perform digital heists on stores and banks to silently wire millions of dollars to the gangs directly. Most having their netrunners a part of the gangs while smaller gangs hire freelance netrunners for a percentage of the takings. Cybergangs are also the safest bet for unemployed or struggling citizens on the verge of eviction, or worse, arrest.
